Clean Pass Program 

Primarily, the HOV lane is designed for vehicles that have more than one passenger. However, this lane can be used by vehicles that pass the Clean Pass program. Vehicles that pass both the California Air Resources Board SULEV emissions standard as well as have an EPA fuel economy rating of 45 miles per gallon or higher can receive the Clean Vehicle Pass. If your vehicle passes these standards, you may want to apply for the program. 

How to Apply 

Applications will be taken over the phone by the State Department of Motor Vehicles (DMV) at 518-486-9786. Press 1 for Registration and Titles and then 6 for the Clean Pass. The DMV is open from 8 a.m. until 4 p.m. Monday through Friday. You can also visit the DMV’s website. After you fill out the application, you will receive the stickers for your vehicle in the mail.
